The county sheriff said that's disappointing, but residents said weather people have cried wolf too many times before. One woman said, "They seem to over-exaggerate everything."
On Sunday, many gathered on a concrete pier stretching about 200 yards into the water, watching massive waves crash over it. Some stood at the end and let the water cascade onto them, while kids splashed in the pooled water closer in. Surfers took advantage of the early storm surge to get on their boards. One woman said she usually has to drive several hours to go surfing, but this time it was just around the corner.
One Florida emergency official said people in the Keys who did not obey a mandatory evacuation order are "going to be in deep trouble."
Monroe County emergency management director Billy Wagner said it appeared only about 20 percent of the 78,000 residents of the Keys have left.
Last year, Charley killed 10 people and caused an estimated $15 billion in damage in southwest Florida. Some houses and businesses are still boarded up, while others have just finished rebuilding.
On Sunday, Florida Gov. Jeb Bush asked his brother, President George W. Bush, to issue a major disaster declaration for 14 counties.
An estimated 160,000 residents have been told to evacuate.
Gov. Bush declared a state of emergency Saturday.
